  • Four council members are elected from wards and one is elected at large
  • Elects a vice-mayor from among its members
  • Appoints a city manager
  • Enacts ordinances
  • Raises revenue
  • Inquires into the operation of the city departments
  • Appoints members to boards and commissions
  • Creates and changes city departments
  • Grants pardons and remissions of fines upon the recommendation of the municipal judge
MAYOR
  • Presides at council meetings
  • Makes motions and votes on all issues before the council
  • Signs ordinances and commissions
  • Head of government for military law
CITY MANAGER
  • Administers departments
  • Appoints and disciplines employees
  • Prepares the budget
  • Makes recommendations to the council
